The One Thing: Product Toolkits Now Available
Increase adoption and awareness of your Benefitsolver® tools
It’s a good time of year to review and gather your materials for benefits guides, online benefits information, and more. To that end, we are adding to your toolkit options. In addition to the MyChoice® Accounts member toolkit and the MyChoice® Mobile App toolkit, we are providing you with a SofiaSM toolkit and a decision support toolkit. With these resources, you can find content, videos, logos, screen shots, and more to fill out your benefits information where needed.
Find these toolkits in our Tech with Heart Client Resources Site, available on your admin home layout or from the home page of the Tech with Heart series. Be sure to attend this week’s mobile app training in Tech with Heart to find out how to maximize the app and drive engagement.

What’s New in Compliance?

HSA Contribution Reversal Audits
MyChoice Accounts clients who are performing any 2024 HSA payroll or contribution audits should connect with their client service lead to determine how they should submit any client-level reversals to UMB. Based on IRS and UMB rules, impacted member(s) must sign off on all information and submit by April 7.

Spring is the time for Non-Discrimination Testing (NDT)
The early part of the second quarter of the year is a great time to perform your Dependent Care FSA (DCFSA) Non-Discrimination Testing. It’s after the ACA reporting is completed, often before annual enrollment for the next year begins, and it will give you time to make adjustments should your plan fail the initial tests. It isn’t uncommon for DCFSA plans to need to limit highly compensated employees’ contributions to their DCFSA in order to pass nondiscrimination testing. Testing in early Q2 will give you plenty of runway to make changes before they might require retroactive adjustments.

HHS issues rescission to previously issued guidance on gender affirming care
Following Executive Order (“E.O.”) 14187, “Protecting Children from Chemical and Surgical Mutilation,” the U.S. Department of Health and Human Services (HHS), Office for Civil Rights (OCR) has rescinded the Biden Administration’s guidance “HHS Notice and Guidance on Gender Affirming Care, Civil Rights, and Patient Privacy,” originally issued on March 2, 2022. This recission is effective immediately.

President Trump signs healthcare price transparency executive order
This order directs the Departments of the Treasury, Labor, and HHS to come up with a framework to enforce Trump’s 2019 executive order forcing health insurers and hospitals to disclose healthcare cost details within 90 days. The order seeks to reinforce a previous effort to have health insurers and hospitals disclose actual prices and not estimates by requiring updated guidance or proposed new regulations that ensure price information is standardized, and the creation of new enforcement policies that guarantee compliance.
The initial 2019 order required health plans to post their negotiated rates with providers, their out-of-network payments to providers, and the actual prices they or their pharmacy benefit manager pay for prescription drugs; and to maintain a consumer-facing internet tool making price information accessible. The 2019 order was met with resistance from hospitals and providers that argued it would require them to reveal sensitive contractual terms.
