Product News: Bringing Multi-Factor Authentication (MFA) to Benefitsolver

Building on our commitment to protect members’ sensitive benefits information 

As first communicated in April, we’re enabling multi-factor authentication for all members logging into Benefitsolver. This added layer of protection is a key step in our ongoing commitment to data security. Authentication is a common part of our everyday digital lives—whether we’re logging into a bank account, shopping online, or accessing personal health records. 

Check out the timeline for this update below: 

  • July 1: Multi-Factor Authentication was launched in UA2 starting July 1st. We want to give you plenty of time to test. This means that you can test in UA2 throughout the month of July.
  • August 1: We will begin turning MFA on waves. Your client team has access to when MFA will be turned on in Production for you (you can turn it on in advance of your date as well).
  • September 1: Last group of clients will turn on MFA.

There is a new system level template titled: Enhanced Benefits Portal Login Security Coming Soon. You are welcome to leverage the template or make updates if you want to communicate this change in advance to your employees. In addition, all enrollment flyers, have been updated with the new login instructions. It’s important to remember that if you leverage an SSO to log in to the portal, only those logging in with credentials are impacted by this change. In addition, this will vastly improve the password reset experience for future logins.

Mark Your Calendars: July 31 Deadlines

    • MyChoice Accounts clients: If you plan to complete nondiscrimination testing (NDT) or create/update your summary plan description (SPD) in 2025, please submit your request via your client team by July 31, 2025.

    • Confirmed annual enrollment dates for 1/1 clients are due on July 31.
    • The PCORI (Patient-Centered Outcomes Research Institute) fee for plan years ending between October 1, 2024, and September 30, 2025, is $3.47 per covered life. This fee is due annually and is paid by health insurance issuers and self-insured plan sponsors.   

      The deadline to pay the fee for these plan years is July 31, 2025. Review the IRS’ PCORI site for more information and read our recent blog to learn more about how to prepare.

The Trump Administration’s One Big Beautiful Bill Passes 

Last week, the House passed the Trump administration’s domestic policy bill, which included large cuts to Medicare. Employers should be aware of the impact of this bill. Check out some our key takeaways below: 

    • Dependent Care FSA limits that increase might be attractive, but they also may not yield a big change. Because employers often struggle to pass NDT with the current limits, higher limits will likely be restricted by NDT needs as well, resulting in limited impact.
    • Employers with populations impacted by the Medicaid cuts or potential hospital closures may see shifting needs from their workforce. Employers may seek to consider the impacts of these changes on their workforce and their healthcare consumption.
    • Several of the previously called out HSA expansion items were removed from the final bill. The Bronze/Catastrophic plan option and Primary Care Service arrangements changes from prior drafts of the bill remained in the final version of the bill.
    • Finally, consider communications support. Given the complexity and impact of this bill, some employers with larger populations impacted may seek to provide a communication to their employees regarding the impact of this bill on these services, while providing recommendations on ways to best manage their health and wellness and the associated costs of care. This bill will impact different employee populations differently (rural vs urban, group health benefit eligible vs non-benefit eligible/Medicaid eligible, etc.) and employers may wish to review their populations to determine impacts.

Update on HIPAA Reproductive Health Privacy Rule

On June 18, 2025, a federal court set aside the 2024 HIPAA Reproductive Health Privacy Rule, significantly altering compliance requirements for employer-sponsored group health plans. This ruling removes privacy protections for reproductive health information, creating new challenges for HR administrators. To be clear, prior HIPAA data privacy requirements remain in effect. This ruling only impacts the 2024 HIPAA Reproductive Health Privacy Rule. While awaiting a possible appeal from HHS, review any changes to existing policies that incorporate the 2024 Rule with local counsel.

Key Changes:

    • Attestations Not Required: Valid HIPAA attestations for disclosing protected health information (PHI) related to reproductive healthcare are no longer necessary.
    • Policy Reassessment Needed: Organizations may wish to review any policy modifications made to comply with the vacated rule to ensure alignment with existing HIPAA requirements.
    • Consult Legal Counsel: Before responding to information requests about reproductive healthcare, consult with legal counsel to navigate potential state laws and member claims. Organizations may want to discuss potential changes with their privacy counsel to best navigate potential state laws and member claims.

Supreme Court Ruling on Affordable Care Act

On Friday, June 27, the Supreme Court upheld a crucial provision of the Affordable Care Act (ACA), ensuring that approximately 150 million Americans will continue to receive many preventive services free of charge.

The ruling safeguards coverage for essential medications and services, including cholesterol-lowering statins and cancer screenings, which could have been threatened by the appeal. This decision highlights the ongoing support for ACA provisions and their role in public health. Employer group health plans are not required to take any action as a result of this Supreme Court Decision.
