Three takeaways from the 2026 Benefits Insights Report

What member behavior is telling benefits leaders

The 2026 Benefits Insights Report shows how your employees experience benefits today based on millions of interactions and nearly 200,000 benefits survey responses in the Benefitsolver platform. Across the data, one shift stands out: benefits success now depends on spotting signals early, not reacting after issues surface.

Here are three key takeaways:

  • Benefits confusion is still prevalent: On average, less than half of all employees understand what accident insurance, critical illness, hospital indemnity, HSA, or FSA benefits are in our Benefits Literacy Survey data.
  • Financial fragility impacts employee stress: 45% of employees who used enrollment decision support say they would feel panicked about an ER bill and 34% would go into debt to pay it.
  • Employees are highly invested in their benefits options: Our Benefits Preferences Survey saw a 16% response rate across the 187,000 employees surveyed, helping HR get a better understanding of what benefits their workforce wants and needs.

New FAQs for the Consolidated Appropriations Act (CAA)

The U.S. Departments of Labor, Health and Human Services (HHS), and Treasury released new FAQs about the Consolidated Appropriations Act of 2021. These FAQs help explain what health plans need to do to meet rules around transparency and protecting plan members.

Why this matters:

FAQs often show what the government will look for during audits. Plan sponsors should use them to check who is responsible for each rule—the plan or a vendor—and make sure no steps or notices are missing.

New rule on electronic claims and signatures  

The HHS released a final rule that supports using electronic systems for health care claims attachments and allows electronic signatures. This change is meant to reduce paper forms and manual work.

Why this matters:

Vendors may need to update how they handle claims. Plan sponsors should check that their TPAs or carriers can follow the new rules and keep clear records for audits.

San Francisco Health Care Security Ordinance reporting due May 1  

Employers covered by San Francisco’s Health Care Security Ordinance must file their annual report by May 1. The report shows how much the employer spent on health care for eligible employees.

Why this matters:

Filing on time and with correct information is required to follow the law. Employers affected by this rule should plan ahead to stay compliant.

Reports are filed using the Annual Reporting Form on the Office of Labor Standards Enforcement website.
